Can I go scuba diving on holiday if I am not qualified?

I would absolutely love to go scuba diving on holiday, was wondering if you are able to still do it with an instructor if you are not qualified?
Also if anyone knows of any reasonably priced courses around the west midlands to learn scuba diving that would be great as they come up around £300 which is alot!

Look to see if they have snuba diving available where you are going. Snuba is for shallow water (20 feet/6 meters or less) where you are attached to the scuba tank (which floats on the surface) by a long hose. The good thing about snuba is that no certification is required.
