Best Scuba Diving In Belize

We want to go to belize this year for new years does anyone know the best cities to party and stay in?

My buddies and I are in the military and we got some leave for new years this year and we want to stay somewere in belize pretty cheap(if possible) doesn't have to be to nice. The parting has to be good along with the fishing and women and SCUBA diving. Thanks in advance for your help!
